Cesar Morales brings more than 30 years of Civil Engineering and Construction Management experience. His engineering experience has primarily involved roadway and drainage improvement design including utilities (waterline and sanitary sewer) for the City of Houston, Harris County, several Tax Increment Reinvestment Zones (TIRZ), as well as other municipalities.
As a Project Manager, Mr. Morales has provided management and oversight of roadway improvement design from preliminary/conceptual design to Final design including preparation of contract documents, specifications, and cost estimates for the project. His management responsibilities have included interfacing with Clients, residents, and other stakeholders, private utility companies, commercial and retail businesses, as well as other entities. As a Design Engineer, Mr. Morales has designed major thoroughfares, city streets, and subdivision roadways including sidewalk improvement projects.
As Construction Manager, Mr. Morales has provided daily management and oversight of the contractors and inspectors. He has helped negotiate with contractors' changes in scope to mitigate impacts to the overall project schedule. Mr. Morales has also assisted the design team in responding to contractor requests for information, submittal reviews, and resolution to design conflicts due to unforeseen field obstructions. As an inspector, Mr. Morales has inspected the construction of roadway projects that include bridge structures and foundations, large-diameter water lines, sanitary sewer rehabilitations, wastewater treatment plants, and flood control structures.
