Will Wilshire has more than 34 years of civil engineering project experience that covers a wide range of services for municipalities, public service authorities, and governmental agencies. His engineering career began in Virginia with wastewater facilities design and construction projects for the Henry County Public Service Authority. In addition to the engineering design of these projects, Mr. Wilshire prepared an economic feasibility study for financing the projects through the sale of revenue bonds. During the first 15 years of his career, his project experience was focused on public water and wastewater utility infrastructure projects which included SSES work and sanitary sewer rehabilitation designs using slip-lining, cured-in-place pipe (CIPP), and fold and form pipe rehabilitation techniques. Clients include the City of Norfolk, VA; the City of Virginia Beach, VA; the City of Suffolk, VA; and the Hampton Roads Sanitation District.

After moving to Houston TX, his project experience expanded into large-diameter pipeline design for water systems. He served as project manager for the City of Houston’s Surface Water Transmission Program (SWTP), a multi-year, multi-million-dollar capital improvement program. His initial SWTP project assignment was the design of the Greenspoint Water Line consisting of 9 miles of 66-inch water transmission main. He managed several other transmission main and water system improvement projects, including condition assessments and rehabilitation designs for large-diameter water lines.

As a Senior Project Manager, Mr. Wilshire takes an active role in both engineering design and quality control reviews of client deliverables for large-diameter pipeline projects.
